I was doing some more aerial photos the other day and was told about ATC fines... Air Traffic Controllers can be fined for inappropriate language on occasions. One was recently fined $1000 for calling a British Airways pilot a "weenie" for not complying. I think pilots can be fined too.
The most outrageous one that raised a few eyebrows (and a fine) was when a pilot coming in to Honolulu on a Japanese airline was having difficulties and the ATC person was getting frustrated providing details. The pilot apparently got in big trouble by replying to the question of "havent you been here before?" with "Look, I was only only here once before in 1943 and I didn't stop!"
